Weird photo! My first thought was: Carneval costumes from SW-Germany or Switzerland (alemannic “fasnacht”). But I’m not sure. People dress up as hags or demons, surely apt to scare children. Their rods and brooms could be read as symbols of purification.

My first association was with the Saint Knut’s day in Scandinavia and especially in Finland. There has been this tradition were men dressed as goats and wondered from house to house to demand all the alcohol and food left over from christmas. They also (at least at some times) had small branches with them, to “intimidate” or to leave if the owners didn’t give anything. During the latter half of the twentieth century this has slowly morphed into a sort of trick or treat style children’s thing though.
There might be some additional information in the link posted above but there’s no way I’m touching that.
